Any choice with the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the initial conclusions, buy, or conclusion following reconsideration shall be made by the appeals board instead of by a Listening to officer and shall be in crafting, signed by a majority of the appeals board members
